Children’s Defense Fund-Texas to Honor Statewide Changemakers at Upcoming ‘A Celebration of Joy’ Gala in Austin

Among them are two prominent figures who have been selected to receive the organization’s prestigious “Advocate for Joy” award: Harris County Commissioner Rodney Ellis and Dr. Lauren Gambill, a respected pediatric hospitalist and fellowship program director.

Commissioner Ellis, who serves the constituents of Harris County Precinct One, has built a long-standing reputation for championing purpose-driven public service aimed at measurably improving the quality of life for Houston-area families and their children. Throughout his tenure in public office, Ellis has consistently used his platform on the Harris County Commissioners Court to spearhead initiatives that address systemic inequalities. Notably, he played a critical leadership role in securing nonviolent misdemeanor bail reform within the county, a move widely praised by criminal justice and child advocates for keeping families together and reducing the collateral consequences of minor offenses on household stability.

Every single summer, Ellis operates a dedicated summer literacy program designed specifically to combat the well-documented phenomenon of summer learning loss, ensuring that Harris County youth maintain their academic momentum and reading skills during the critical months they are out of the traditional classroom environment.

Sharing the spotlight for the Advocate for Joy award is Dr. Lauren Gambill, an Austin-based physician and dedicated expert in state-level child advocacy and public policy. Dr. Gambill brings a clinical perspective to the policy arena, having provided expert testimony to the Texas Legislature nearly 20 times over the course of her career. Her clinical insights and rigorous approach have successfully influenced evidence-based policies covering a wide array of critical issues, including pediatric mental health access, adequate healthcare funding, and the persistent challenge of childhood food insecurity across Texas.

Dr. Gambill’s influence extends far beyond the legislative hearing rooms, as she currently holds several prominent leadership roles at both the state and national levels. She serves as the Co-Program Director for the Academic Pediatric Association Health Policy Scholars Program, helping to train the next generation of medically trained advocates. Additionally, she lends her expertise as the Co-Chair of the Executive Legislative Committee of the Texas Pediatric Society and as the Co-Director of the Texas Educators in Advocacy & Community Health (TEACH TX) Collaborative. In addition to honoring established leaders in public service and medicine, the Children’s Defense Fund-Texas will also recognize the emerging voice of a young activist by presenting the Samuel Halperin Youth Public Service Award. This year’s recipient is Bryce Jones, a 20-year-old student at Texas State University. Jones has channeled his own personal challenges with navigating and accessing essential community supports into a powerful, lifelong passion. Today, he works tirelessly to ensure that all families in Texas can easily secure reliable access to food, healthcare, and other basic human needs.

Jones often describes advocacy simply as “active love,” a philosophy that deeply resonates with the core values of the Samuel Halperin Award, which seeks to honor young individuals who demonstrate remarkable courage, deep-seated compassion, and an unwavering commitment to social justice. His journey from personal adversity to systemic advocacy serves as a testament to the profound impact that young leaders can have when given the platforms and encouragement to speak out.
