WASHINGTON, DC — The Children’s Defense Fund (CDF), a leading national youth advocacy organization, has issued an urgent call to federal leaders to preserve and protect Head Start, the landmark early learning and health services program that has supported American families for more than six decades. The defense of the program comes in response to a newly introduced federal proposal that advocacy groups warn could dismantle vital safety, accountability, and comprehensive support standards relied upon by millions of low-income children.
The controversy centers on a Notice of Proposed Rulemaking published in the federal register by the U.S. Department of Health and Human Services under President Donald Trump’s administration. If enacted, the proposal would strip away a significant portion of the quality standards that explicitly define the services children and families receive through the federal program. These impacted requirements currently ensure that children are kept safe and supported, hold individual programs directly accountable to the families they serve, and guarantee the multi-faceted, comprehensive services that children from low-income households need to arrive at kindergarten ready to learn and thrive.
For 61 years, Head Start has served as a cornerstone of early childhood development in the United States. Established in 1965, the federally funded initiative has positively impacted more than 40 million children and families nationwide. Designed to support children from infancy through age five, Head Start provides an integrated approach to early learning, physical and mental health, and overall family well-being, effectively bridging the opportunity gap long before children step foot into a traditional elementary school classroom.
In response to the administration’s regulatory push, a broad coalition of civil rights, disability advocacy, and youth organizations has united to condemn the proposed changes. CDF joined forces with prominent national organizations—including EdTrust, the Legal Defense Fund, the NAACP, the National Center for Learning Disabilities, the National Urban League, The Arc, and UnidosUS—to issue a joint statement detailing the severe and lasting harm the scaling back of Head Start could inflict on low-income households across the country.
Following the announcement of the proposed rule, CDF President and CEO Rev. Dr. Starsky Wilson released a strong public statement addressing the existential threat the proposal poses to the well-being of America’s children and the foundational principles of the historic program.
“At Children’s Defense Fund, we believe every young person deserves the opportunity to grow up with dignity, hope, and joy,” Rev. Dr. Wilson stated. “For more than six decades, Head Start has made that promise real for millions of children across our nation. That’s why we are greatly disappointed that the President and his administration are seeking to overhaul this effective program and undermine an approach that has worked for children for generations.”
Rev. Dr. Wilson emphasized that the organization has repeatedly mobilized to defend Head Start against various challenges because the program aligns perfectly with the core ideals championed by the advocacy community. Specifically, the organization maintains that children learn best when their physical health, emotional well-being, family stability, and educational foundations are supported simultaneously rather than in isolation.
Furthermore, the leadership at CDF highlighted that Head Start’s historical significance extends far beyond traditional classroom education. For generations, the initiative has functioned as a remarkably effective anti-poverty strategy, simultaneously strengthening vulnerable children and the communities in which they live. By proactively reducing the early barriers created by generational poverty, systemic discrimination, and unequal access to resources—addressing these deep-seated disparities before children ever cross the threshold of a school building—both individual young people and the nation as a whole reap profound long-term benefits.
“We urge the President and his administration to reverse course on this proposal and work to strengthen Head Start, rather than weaken it, for the sake of all Americans,” Rev. Dr. Wilson concluded.
